In case of sale of urban land subject to legal redemption, who will prevail, co owners or adjoining lot owners

Someone is selling land, and you want to know which party prevails, but what are the parties trying to do? Trying to prevent the sale, perhaps, but which party wants to prevent it and which wants it to go forward? Who is suing whom, and for what cause of action?
