How do I find out information about the owner of a parcel of land?

There is no for sale sign, but I'd like to find out if they are willing to sell. I should mention that it is an empty parcel of land, without structures - I only know the street name and the address numbers near the parcel

1. Go thru a realtor, or do a title search.
2. go to the city building in that area and tell them the address of the property and they can tell anything you need to know about it
3. What do you want to know about the owner? If you just want to know who the owner is, most counties have a web site that you can find out taxpayer information simply by entering in the address. Type in "county name property tax" and you should get a web site that has the information you are looking for.
4. Check with the county.
