HOA in Las Vegas is corrupt and is harassing the residents?

Hi Friends; I have recently moved to Las Vegas. The HOA (Home owners Association) is harassing the residents by giving them hard time and fining for smallest problems and no one dares to challenge them. The HOA fee is only $10 /m but they fined the previous owner of my house almost 8000$ for not cleaning the front yard. I had to pay that $ 8000 because I had already put a deposit of the house and bought it through short-sale. They are a corrupt group of people and do not do anything for the people except givin them fines. They seem to have more power than the police. Now that I am in the house I see that many people are being harassed by the HOA and people are scared of them . Where can we make a complaint? Is there an agency that regulates Home Owners Association? Thanks for help

Welcome to the world of deed restricted property, This is why many people refuse to purchase a home Under a HOA In general there is no authority to appeal HOA decision outside suing the HOA itself, To wit, HOA has wide latitude in the by-laws and CCR's they can pass so absent some sort of first amendment right like placing out political signs or flying an American flag most rules will be allowed by the courts So you can retain a lawyer to review the by-laws to see if the fines the HOA are imposing where legitimately passed by the board members ie the right number of HOA residences voted for the by laws but absent that only recourse is to either move or gain a seat on the board
  2. This sounds bad, 8000$ ?? We were thanking of buying a second home in Vegas, I better look in to this before we do. It sounds like a scam.Good luck on getting information. Sorry to here that.I will talk to the realtor before we do anything, and my wife's family to.. thank you ..
