1. Good Luck but auto tow yards that have impounds have them. The only problem is that they will have a salvage title.Meaning you can't get full coverage insurance.But you'll find cars that run fine, maybe got impounded for no registation, no license, ran out of gas, what ever. Good luck.
2. look on eBay or your local newspaper in the ads for cars there is usually cars in there for under a 1000 and a section for under 500
