How can a foreigner buy a house in the United States now?

I understand that that the prices of houses have gone down in the US because of the sub-prime crisis. How can someone in Africa buy a house in the US now?

2. They sould not be allowed unless they are a citizen however I am pretty sure you can buy a house in the US.
