  1. As long as the municipality considers it livable then they can rent it out.
  2. Everything has to be in a clean livable condition and all equipment must work properly, and you must have utilities. Check with your city office to find out what the exact ordinances are for your area.
  3. Clean and surviceable, only if you idenfied items in your pre inspection which has to be completed during a set time.
  4. Check out your local housing authority rules. You probably cannot get past rent back, unless there are certain aggregious violations that you would have no way of discovering before moving. Otherwise, you have "accepted" the condition by moving in a living there. Also, ask yourself which steps are easier and cheaper: staying and negotiating with the landlord to fix the place, or looking for another place and moving. Chances are, if you have to stay while you look, you may need to fix the place up a little. Good luck.
