Only if you hold a Federal Firearms License type 03, C&R. Even then, your oppressive government out there doesn't trust citizens with firearms.
If you have a C&R Federal Firearms License, then...yes. BUT, the weapon that you buy, and its magazine, must comply with the laws of The People's Republic of California, and dictates of San Francisco's Elitist Liberal Overlords. That means no mags over 10 rounds for you. And you won't be able to get an SKS. I'm sure there will be other restrictions, as well, due to the nuttiness of CA law.
If you have a C & R license, in most cases, you can have shipped direct to your door. You also have to comply with local and state laws where you live. There may be restrictions such as round capacity, barrell length, etc.
